Amid growing concerns about global resource scarcity (metal prices tripled between 2002 and 2008), the EU aims for undistorted access to raw materials on world markets and within Europe, and more resource efficiency and recycling. Simultaneously, the EU seeks to improve security of energy supplies, following Russia-Ukraine gas disputes, though diversification, efficiency and renewable energy production. Secure and affordable energy supplies cannot be taken for granted anymore. It is necessary to secure the flow of energy as increased import dependence, higher energy prices and environmental constraints are hitting the whole of Europe. What is Europe’s all encompassing strategy and how should Europe take the (geo-) political, economic and technical hurdles to implement it?
